Buildings are responsible for almost 50 per cent of the UK's energy consumption and carbon emissions.

Since October 2008 all properties - homes, commercial and public buildings - when bought, sold, built or rented need an EPC. Larger public buildings also need to display an energy certificate.

by 4 January 2009 the first inspection of all existing air-conditioning systems over 250 kW must have occurred. The first inspection of all remaining air-conditioning systems over 12 kW must have happened by 4 January 2011

The Standard Assessment Procedure (SAP) for the energy rating of a dwelling is the calculation of a buildings energy efficiency. The ratings are scored on a scale of 1 to 100 where 1 is the worst and 100 has a zero energy usage. It can be possible to achieve a higher rating than 100 with the use of Micro Generation Technology to export energy to the National Grid.


A SAP rating is mandatory for all new build dwellings/extensions under part L1 of the Building Regulations (England & Wales) and is based on a notional dwelling built to the 2002 standards with a target reduction of 20%.

All dwellings have a Target Carbon Dioxide Emission Rate (TER) which is calculated within the Standard Assessment Procedure and the actual Dwelling Carbon Dioxide Emission Rate (DER) must be no worse than this to provide a pass.

As from the 6th of April 2008 under the Communities and Local Governments (CLG) commitment to the EU implemented Energy Performance of Buildings Directive (EPBD) a new requirement of "As Built" Energy Performance Certificates for Domestic Dwellings (EPC) will be introduced.
